Because time works differently in faerie and it will be slower for Thule Jace and Ash

Ash is likely to stay 18 untill TWP begins because there wouldn't be a point in making it one of the biggest plot points of The Wicked Powers if Ash and Kit will not be teenagers who are trying to learn/control these powers

A 21 years old is referred to as a man (Jace in TDA)

So Ash will still be a boy in TWP, a boy who doesn't know where he belongs to

His loyalties can change dynamics of everything

Cassie didn't created Ash to show up at the same age as Julian in TWP

According to Emma he looked no more than Dru's age in Unseelie court

He spent five years (from 2009 to 2014 with Thule's time) in Thule

If we consider he didn't stay a long time in Thule after Sebastian died

He should be 18 or almost 18

Which made me laugh when Julian&Emma were referring to him as a child lol they are at the same age 😁

In epilogue Seelie Queen said he looks like a mortal in his teen years, I say he's still 17-18 so they did not spend much time in Thule after battle

But I think Cassie is going to use mess of time in Faerie and will not age Ash more than 18 till TWP start

Coz their(with Kit) powers should have been a problem in teen years

And 20-21 isn't teen

Though it's possible Ash will live those years but wont be older (like Mark who lived a lot more than five years but stayed 16)

But I really don't think Thule Jace would want to wait in Seelie court for years before executing his plan😅
