No, Tim’s obsession with the circus is just part of this AU.
Remember how I mentioned Janet was still pregnant when Haly’s Circus came to Gotham? Well, the reason Jack and Janet went to the circus at all was to film it for baby Timmy. After all, it’s not everyday you get to see THE Flying Graysons. So Jack and Janet go to the circus, pay a little extra to spend time with the Flying Graysons backstage, and everything is great. Janet and Mary are talking about motherhood, about how to raise a child and juggle a very demanding job with very little time to adjust. Little Dick is asking all sorts of questions, is the baby a boy or a girl, what will the baby’s name be, can he feel Janet’s belly, etc. They all take a photo together, and little Dick tells the camera that he’s dedicating his performance to Timmy, and that Timmy has to come see the Flying Graysons himself when he’s older!
And then the Flying Graysons fall, and Dick is orphaned right in front of them.
Jack and Janet never tell Tim about the circus. They hide the photo and the video, as well as anything they bought that night, in the attic. Years later Tim discovers it all while trying to get over his fear of the attic. A performance, dedicated to him. A little boy who wanted to see him someday. Toys and stuffed animals and shirts that are still a bit too big, all gotten for him by his parents. For the first time in Tim’s life, he feels like he matters to someone. He will never get to see it himself, but Haly’s Circus changed Tim’s life.

Jack and Janet do die, eventually. They actually die in a plane crash when Tim is fifteen, and then he does the whole fake uncle thing until he turns sixteen and can get legally emancipated.
Before that they just weren’t around enough to notice anything, and Pierrot doesn’t have a strict schedule like Batman so he could always take a week off when his parents come back.

I didn’t think I was going to answer any more questions about Jason (not yet, at least) but this one caught my attention. Assuming you’re talking about the Pierrot AU, then no, Jason is not the Red Hood.

I don’t really know what you mean…
There’s not much similarity between Pierrot and JJ, except for the clown theme. For one, Tim is never brainwashed or anything and he hates the Joker. That’s why he kills the guy.
Pierrot can act a bit creepy, and really leans into the more chaotic aspect of his persona. But he is also very tactical, calculating, and logical. Those who work with him know he is a really cautious guy, who doesn’t enjoy killing but does it because he feels he has to. It’s his responsibility to do what Batman can’t, to dirty his own hands so the heroes he looks up to can keep their’s clean.
why is tim callled pierrot?
There are a few reasons.
Tim was mainly inspired by his obsession with the circus. He hates how in Gotham clowns have become synonymous with the Joker, and how (in his eyes) the Joker has tainted something that is so important to Robin. So when he kills the Joker, he also steals his motif
On another level, Pierrot sees himself as a bridge between Batman and Joker. Willing to kill, willing to cause chaos, but all in an effort to protect Gotham. His vigilante persona reflects that
My Pierrot AU is basically just what happens if Tim Drake was deprived of any prominent social influences in his youth
