They do a really good job at showing that while yes of course the MS itself is part of why Toby is upset, the reason he gets AS angry as he does as loudly as he does is step by step the dismissal with which Leo and Jed talk about it. He gets angrier the more they tell him it's not a big deal or spin the things they did and 'totally not lied' about. He's so quietly upset when they they first tell him, and then it gets Louder the more they dismiss that initial upset.

Toby mentioning surgeons general as people who might be involved in the conspiracy is funny bc the surgeon general we've seen is literally a close family friend and the godmother of one of Jed's daughters
