Lore-wise, he an ordinary guy (well, an ordinary orphan robot). He's literally only apart of the game because he's buddies with Noctis, our MC.
We never, or at least from what I remember, get an explanation about how this guy, with no military background, is the marksman of the group.
Here's my theory:
Once Iggy heard that Prompto, an ordinary citizen, was coming along; he either
A) arranged Prompto gun training (mostly duely that being the easiest weapons to learn in-game) with a Kingsguard— I know, kinda stretch.
B) Iggy trained him personally.
This is juat purely headcanon at this point, but I believe Prompto wouldn't be automatically "vibing" with Gladiolus because... you know,
He's kinda scary.
