I suppose they could? But that seems like it would probably be more trouble than it's worth.

We know the Dark Mark fades after Voldemort is defeated:

An inactive Dark Mark appears as a faint mark on the inner part of the left forearm, similar to that of "a vivid red tattoo"; an active one is jet black (source)

So it seems like most former Death Eaters (those who are ashamed of the Mark and want it gone) would likely cover it or tattoo over it — assuming that's a viable option. That would be the easiest way to hide it, and the best way to hide themselves if they had managed not to be tried and convicted as a Death Eater.

(If a bunch of suspected Death Eaters were suddenly missing their lower left arm, I think that could be seen as a sign of guilt, at least by the general public if not the wizarding courts.)

It also raises the question of left-handed wizards — I doubt they would want to cut off their dominant hand, Dark Mark or not.
