The Labour Party decision to part-privatise British Petroleum typically receives little more than a minor footnote in most accounts of this period, but it was a watershed moment in the story of Western oil. Most immediately, it helped pave the way for the radical embrace of privatisation that came with Margaret Thatcher’s electoral victory over Labour in 1979. After further share offerings of British Petroleum during the early 1980s, Thatcher sold the final government stake in a £7 billion share sale in 1987 that was once again the largest in UK history. All told, the sale of British Petroleum made up 37 per cent of the entire privatisation proceeds earned by the British government between 1977 and the end of Thatcher’s last term in 1990 – much more than any other sector. With the inclusion of two smaller state-owned oil companies in these figures, oil’s share of total UK privatisation earnings during this time reaches an astonishing 43 per cent. Writing shortly after she left office, Thatcher would claim that privatisation was ‘the central means of reversing the corrosive and corrupting effects of socialism … the centre of any programme of reclaiming territory for freedom’. What she declined to mention is that the putative success of this ‘programme for freedom’ rested almost fully on the structural transformation of the oil sector.
