OK from a "knowing how good or at least passable stories are put together" standpoint, the explanation for them telling Kakyoin's family they never found his body is that it was part of the speedwagon foundation's coverup of the DIO incident at large, and the reason this line is in the chapter is to explain Ryoko's initial denial over the entire thing in the context of her guilt about it. but my first fleeting impression upon reading it was "what if they went a really fucking stupid direction with this"
