I do not think that Ralsei was made to look like Asriel for any kris fursona or even him being an Asriel related item purposes, I think that Ralsei looks like Asriel so Asgore can mistake him for his son when he inevitably has a mental breakdown and creates a dark world for escapism purposes in chapter 5

A chapter which will then be spent by the rest of the fun gang trying to free their poor prince of darkness from the never ending tea party Asgore has roped him into, who is obliviously cutting at Ralsei's number one weakness: having to say no to people
