Bilbo stays in erebor au where hes just brought Frodo to tye mountain. He's absolutely tiny in comparison to the dwarves, like sit in their hand confortably kind of small. One day Bilbo goes into the kitchen with Frodo and explains to bombur that its a common problem with hobbit children that they'll eat so much, so fast they make themselves ill. So, he asks bombur if frodo can be made so teeny tiny versions of all the food bilbo usually gets so he can make sure frodo isnt eating too much in one sitting. This is followed by and entire wing of the kitchen being used to make miniature cakes and pies.
