We know Cassandra Kiramman made pur air available to the Undercity, we also know she's agains't them just like the rest of the council. To me, Silco was in close contact with the Kirammans. He negotiated and did whatever to get pur air for the Undercity. The whole speech in s2 about "the people of the Undercity deserve to breath" wasn't from compassion, we know that. (There's ppl who thinks she's genuinely kind). She probably made that speech during some inauguration of the whole machinery underground, Silco probably paid a lot for it. And Cait knows Silco from his contacts with her family, Wich is why she called him "the industrialist" when Vi mentionned him
