The Jews were afflicted by a drought, so Musa went out to beg Allah for water.
However, the sun's heat stayed intense and the skies stayed cloudless.
So Musa questioned if he had no status with Allah.
Allah revealed to him: Your status is noble in My sight, however, there is a person amongst you, who has disobeyed Me for forty years. It is because of him, that I am withholding rain from you.
Musa stood up and addressed the group of 70,000 or more people: O sinner, who has disobeyed Allah for forty years, please leave this gathering!
When the sinner heard the announcement he looked right and left and saw nobody leave, so he realized it was him.
He thought to himself: If I stand up in this gathering to leave, the entire community will realise that I am the guilty one, and I will be humiliated, but if I stay, they will be prevented from getting water because of me and die from thirst.
He lowered his head into his clothes in shame and (secretly) cried: O my God and Master, I have disobeyed you for forty years, but I have now come back to you (in repentance)!
Immediately the rain came down in torrents.
Musa asked: O Allah, why did You send us rain?
Allah replied: Because of the sinner who has repented.
Musa asked: O Allah, will you please reveal the identity of this good servant to me?
Allah answered: O Musa, I did not expose him in the case of (forty years of) disobedience, so how can I expose him when he has repented?!
