Also I think key to Steve's character (in at least seasons 1 and 2) is that "let's pretend everything is fine and that we're normal dumb teenagers" is in fact his legitimate attempt at problem solving. It's his response to his messed up parents. It's his response to Nancy's stress and worry in season 1. It's his response to the guilt over hiding Barb's death. It's his response to his stresses over college applications. It's his general approach to life.
It can come across (and Nancy does seem to interpret it this way) as not caring, but it's really more of Steve caring but feeling like there is nothing he can do about the problem, no way to fix it, so maybe the best course of action is just to ignore it and keep going like it's not there. Steve in his teenage boy wisdom is trying to offer the helpful solution of "hey what if we just stuffed all our bad feelings in a box?"
