ASGORE had that plan afterwards out of anger and grief, yeah.

But Chara themself wanting to "use our full power" is written in a way that seems to be AFTER the humans already attacked. It was an extreme in self-defense, not needlessly attacking.

All we know is that it's a strong hatred.

We don't know why. And we especially don't know the KIND of hatred.

Sure, people often see hatred as simply anger or disgust. But there's also hatred through sadness, fear, anxiety, pain...

Where did he come from before that, considering he recently moved?

How do we explain his weird teleporting thing still being present in Deltarune despite monsters seemingly not using magic in the Light World?

How do we explain Papyrus's lack of bleeding? Or if somehow he didn't come from the same place as Sans (despite both "showing up one day and asserting themselves" in Undertale), where did HE come from?

Like, personality-wise, show-offiness, allat

The fact that Mettaton is a TV Host, and a "host" is also something for a parasite

The censoring stuff that people make Fresh do would also work well for a Mettaton

For one, there's Papyrus.

Papyrus desperately wants to capture a human. Sans cheers him on, "helps" in his own way, and generally supports his brother's dream. If Sans's default plan before Toriel's promise was simply "kill the first human I see," that seems pretty at odds with how he treats Papyrus throughout the game.

Then there's how the conversation immediately continues:

"besides... haven't i done a great job protecting you?"

Like, I genuinely find it hard to believe Chara would go the "do it anyways" or "reverse it and get Asriel killed" thing, as much as I still find enjoyment in stories that take those routes

They cared enough about monsterkind to sacrifice their own life, being put on a pedestal to believe themself to be the future of humans and monsters.

They weren't just trying to get themself killed for nothing, and I really doubt they'd go far enough to kill a monster, especially the ones closest to them.

There's this theory that the first time Susie asked Ralsei to take off the hood was an example of breaking the prophecy because every panel shows him with the hood on

Not only that, but his story is literally "doing the thing that got him trapped AGAIN" because he was experimenting after told not to. Messed with Determination, stuck in the SAVE screen, Freed from the SAVE screen, messed with Determination again, got stuck in the Anti Void.
