He isn't addicted and can stop any time through his solid social support system, ability to delegate, his paid time off extra hours and vacation days he has left, and his good health.

He's just THAT functional.

He IS the foundation of the village. He will not trust anyone who does drugs recreationally. He discourages others from doing drugs. He hates drugs.

It ended up Hashirama took Tsuna to get her hair cut, so they washed and shampooed the Hokage's hair since he was there too... then shopping, letting Tsuna pick out what new robes she'd like if she saw any that caught her eye. Grandpa Hashirama even bought some hair ties for Tsunade, but she insisted they each get one, that way they were matching.

I have a headcanon that Hashirama's not so guilty food pleasure is Genmaicha ANYTHING.
