Fan: “You didn’t play it long enough. You don’t know what you're talking about.”

Me: Plays a game for 100 hours and concludes it sucks.

Fan: “It must have done something right if you played it that long. You don’t know what you're talking about.”

You see, playtime really has nothing to do with quality. Compulsive design is a thing. Just look at people who play MMOs. They spend thousands of hours on a single game and they hate it and themselves for it.

Fallout 4 is designed around a shallow gameplay loop of explore, fight, and loot. It is basically the open world equivalent of opening one of those loot packs from some free-to-play game. You know like a card pack from Hearthstone or a lunchbox from Fallout Shelter. It’s the idea that maybe this time you’ll get something good that mobile games and casinos use to suck your wallet dry. It’s a psychological trick that feeds on the brain’s compulsion. You though Fallout Shelter was a spin off? It may have a different presentation, but at its core it’s using the same philosophy as Fallout 4. This is why neither game ends. If Fallout 4 was about roleplaying and storytelling then sure it should have an ending just like any RPG would, but Fallout 4 is about the compulsive drive to see what you’ll get next so it no more needs an ending than Fallout Shelter or MMOs do.
