Another lazy-ass shortcut on the part of an “electrician.” The silver wire has power and feeds the dishwasher. It leads to an only mildly inconvenient junction box just below the floor in the basement. Years ago when it came time to add a disposal to the kitchen sink, instead of either adding another junction box or tapping into the existing one, they “tapped” the feed at dishwasher by stripping off some extra insulation and twisting around it. https://www.instagram.com/p/CkoHclGuCTl/?igshid=NGJjMDIxMWI=
