unfortunately this was a hoax made up in the earlier days of the internet before people considered that you could Lie in a forum post. anyone who tells you otherwise is either trying to sell you a phony Item to make a quick pokédollar or really really gullible

depends on what region you're in? some of them have really strict laws about flying mon (see: alola, paldea, oregon, etc) but otherwise your only restriction is whether you can get your hands on HM Fly and a pokémon that'll behave long enough to get you from one city to the next
