To really talk about her personality it kinda requires me to discuss my interpretation of the Afton family dynamic as a whole. I won't do that, but, she is a very timid person. In part because of this, she does nothing to stop the abuse of her children and rarely acts out of self-interest. She also knows about the murders and helps keep Will out of jail. Reasons are complicated, but primarily she is dependent on him for the livelihood of their children (dreadfully ironic), yet doesn't even divorce for her own sake because she still feels guilt for her inaction

She is a librarian in Hurricane (assuming there is a library?), and met Will pursuing her Master's, which he then helped pay for. He'd already settled into Hurricane by this time, though I think they met in a bigger city (because she came from Oklahoma), like St. George or Salt Lake. This is probably mid or late 60s, i believe she's in her early thirties at the time but i don't want to do birthday math rn

Oklahoma, in the 30s--her family faced the brunt of the dust bowl, which gave her asthma. Also, she's Cheyenne, and was raised in an urban area since her other parent migrated from their reservation before she was born. Which is quite a long (very developing) story, though I will say that both of her parents are women

We know very little of the past of the fallen humans in Undertale. Even Frisk, the main character of the game, has only little confirmed information about them. 

Whilst no official answer has been given regarding their past, there are however a number of clues in the game that seem to point to a certain direction.

Frisk exists as their own individual outside of the player, and in those instances where Frisk acts or talks on their own free will, they leave hints concerning their own personality, likes, dislikes, fears, and what appears to be hints of their past.
