Actually, I don't think Simon would freak out about Rocky wanting to watch him sleep. Simon thinks he's a danger; he's a convict, a murderer and terrorist, of course people watch him while he sleeps, they gotta make sure he doesn't do another murder or whatever. So when Stratt takes Grace to the big conference meeting on the boat, the camera briefly fixes on an older grumpy-looking man sitting to Stratt's right. He scowls and rolls his eyes when Grace walks in.
Played by the movie's visual effects supervisor Paul Lambert, this character is actually the professor that Grace called "a staggering waste of carbon" at the UNESCO Conference in Denmark. He originally had a bigger part (that probably got cut for time), but with that context the whole scene is just that much funnier.
Grace walked into the room, and not only found 50+ people staring back at him, but also the guy he insulted and got kicked out of his field by. This really makes Grace that much more endearing, because he never gloats over his astrophage discovery even though it would be such a full-circle moment for him.
