Thanks! If you’re starting out (I recently started too!) I would suggest starting with a very simple animation like eye blinks like this one for example and start from there. 

I would also recommend reading or watching video tutorials about ‘keyframes’ in animation so that you can prepare your art appropriately like this: 

In terms of tools, I use Adobe After Effects to animate and since I use Photoshop to draw, the workflow of moving assets between AE and PS is really nice and seamless. If you’ve ever played around with Photoshop’s video timeline feature, AE is like a more powerful version of that and it has useful tools like the puppet tool so you can animate things conveniently like this:
