My original intention for this Pokemon was an original design based on some kind of turtle-like Pokemon, with a spike on its head that ate through hard stone, and an evolved form that turned the stone it ate into bitumen to seal the holes up. A Pokemon that made pot holes and then repaired them.

Then I was stuck in traffic one day and seeing all the traffic cones made me think how funny it would look if a Pokemon wore one like a hat. I realised Diglett and Dugtrio fit this role perfectly. They already burrow and regional variants of them have gained a tradition of having wild hairstyles. The cone hat companies with a beard makes them look like crazy wizards. There's also a stripe on the dirt around each form; a white line on Diglett and a double-yellow line on Dugtrio, both of which are typical road markings.
