I think Miss Piggy still wins, because, the other crucial facet of One Punch Man's character is that always winning fights brings him no satisfaction. Despite being a one-joke character, he is a tragic character. He set out to become strong enough to beat the shit out of literally anybody, he achieved this goal, and the achievement both defined and ruined his life. If he fights Miss Piggy and wins, that's just another entry in his string of hollow victories.

Whereas Miss Piggy isn't a one-joke character. She can beat the shit out of literally anybody, sure, but also she's a successful actress and fashion trendsetter who knows all the right people in showbiz and can manipulate literally anybody except Kermit. And also a bit of an insufferable diva, but honey, who isn't in this town? If she fights One Punch Man and she wins, she's satisfied to once again prove that she's the boss hog in this theater, and he has to suffer the humiliation of losing, which is funny for the audience.

So, ckret2's criteria are met: it's funnier if Saitama loses this fight, and he doesn't get to throw one punch because the other thing about Miss Piggy is she's pretty much always the one who starts the fight.
