Goro in the "The Devil" might seem like his own "good" ending, but then it'll show that he doesn't have much of a character development there, just like Corpo V.

I love him here better in "The Tower" even though it hurts. He could never go back to his former life, but now he has a chance to lead his life outside the shackles of Arasaka. Unlike V though, he'll be having a harder time adapting, both from his age and how deep Arasaka's influence has taken over for the majority of his life. But seeing him here, he's making the most out of his situation, no matter how worse it looks compared to his former life.
