In USA two entities collects and open to public plenty of data about water :

USGS United States Geological Survey - focus on real time information,

EPA - United States Environmental Agency - Build the Watershed Assessment, Tracking and Environmental Results (WATERS).

EPA Database is downloable as csv too.

Both databases can be query through an api of the National Water Information System (NWIS) using SOAP or REST.
