There are three important factors to consider with choking:

Anatomy:

A person's neck is one of the most intimate and vulnerable parts of their body. The sides of the esophagus are the safest place to apply pressure to your partner's neck in order to restrict their breathing. This means deliberately squeezing the sides of the lower part of your partner's neck.

Never apply pressure of any form to the front of the throat. Ever. If you take nothing else from this post, take this. Only apply pressure to the sides.

Be aware that when you apply pressure to the sides of a neck, you restrict bloodflow to the brain, which is still very dangerous. Serious injury or death can result from such restriction. Be extremely careful when choking your partner as not to restrict their bloodflow too much or for too long.

Strength:

Necks are fragile and vulnerable. It does not take much pressure to the sides of the neck to actually choke your partner and restrict airflow, so start very gently and slowly ramp up until you find the pressure your partner enjoys. Be careful while applying pressure. Doing damage to your partner's neck is a real danger. Avoid choking them harder than they ask for just for the sake of it. Avoid suddenly increasing pressure. Avoid choking them harder than you are comfortable with.

Duration:

Everyone has a different tolerance but I personally recommend no longer than 10 seconds intervals for newbies. Over time you and your partner will learn each other's limits and boundaries. Be sure to start slow and slowly work to build up tolerance until you find the limit they are comfortable with.

Be careful and don't push their limits during breath play.

I personally strongly advise against ever choking someone for more than 20 seconds straight, even if they can take it. The point of choking isn't to actually hurt your partner, it's to enhance the intensity of a scene and help push them deeper into subspace.

General tips:

I do not suggest choking your partner by wrapping anything around their neck, including belts, or by tugging on a collar wrapped around their neck. This is much more dangerous and puts the vulnerable frontal neck at risk

Let them have their hands free so they can alert you if they need to tap out. If you must tie them up, make sure they have an easy alternative safeword.

Look them in the eye while you choke them. If you're fucking them while you choke them, try a position where you can see their face so you can watch their reaction.
