What people are saying including myself is Naruto and Sasuke's relationship is already good, deep, and strong enough to be endgame, it has everything a ship would need to go beyond canon plus ultra, the only reason it isn’t is that they’re both boys, you change the gender of one of them and it’s a 100% canon couple, no doubts about it. 

You don’t have to change their relationship or characterization or anything, the way it is is more than enough to make it a thing, just remove the same-gender “issue” and you’ll be left with nothing to stand in its way.

I think if Kishimoto made one of them a female from the start neither the ship will be as well-developed as it is right now nor the characters will be as well-written as they are on this ship. See, Naruto x Sasuke ship sailed itself, Kishimoto didn’t mean for it to grow the way it did, it just happened that he couldn’t resist but decide to make the final chapters about them. Yes, that last battle was decided a while back, I believe it was after Kishimoto realized that he has already started painting his masterpiece.
