Fantine’s death is fascinating for the way that Javert murders her in an indirect way, the kind of banal cruelty that would never legally be framed as murder even though Jean Valjean describes it that way. It’s less of a “deliberate execution” and more of that frightening “she had a pre-existing condition and died in custody.”
