No. 39 has the ability to "possess" electrical devices, sometimes multiple at once, and freely control their functions. He can seemingly transfer himself between various devices that are withing reasonable distance of eachother.

He can reportedly make other people possess electrical devices with him however organisms besides no. 39 aren't equiped to handle the transmition and pass out almost immediately.

No. 39 has used his powers and knowledge of internet social platforms to spread knowledge of Kaaze and the existence of Togabito. Has directly provoked Kaaze members by revealing his identity. His collaborators are unkown.
