To answer your question, no they usually don't come with the basis they eventually take the form of. They have to consume the literal vehicle whose shape they intend to take on. In fact, a good way to make them grow up faster is to offer a cub a vehicle so that the burst of nutrients kick-starts the maturation process. Tornado has already been gifted a Peppercorn A1 and in the next couple of months she'll grow exponentially.

Families of mimics tend to pick a particular type of vehicle for the entire family to mimic, and will seek out places that have large numbers of them. Which is what Sir Nigel Gresley counted on when he worked out his method to tame mimics (only to later try breeding for the A4s instead).

It's one of the reasons why the zoologists sound so insane. There is no creature on this earth that specializes on eating the components and fuel of a vehicle to imitate said vehicle, nor is their size-shifting ability something that should be physically possible without magic existing.

That said, when they are newborn babies, mimic cubs look a little like tardigrades with blowholes. So uh, kind of gross!
