That is fun cuz I thought about it. The thing is. If Nightmare is in ownership (even illegal occupation) he Would need to do paperwork even if it's just to check whether his AUs are being properly monitored. By what assume would be In-Verse AU characters traitors (or outcode people he swaps around) that are to serve as like. Puppet monarchs just to keep the Negative status quo up.

So like. Imagine him having to check expenses— hed want the habitants to have food but not enough. He would also want to have a number: there Would be "moon law" enforcement going on, aka people that keep the AUs as negative as possible, lead by the puppet leaders. He'd want to know how effective they are, whether there's active resistance, whether there's lethal force being used. He would also want to monitor the leaders themselves, cuz they May get too big headed and try to act as if Nightmare doesn't have them leashed. He'd also monitor Outcode apparitions, if they happen. I imagine he does not want his taken universes to interact with the wider multiverse, so he'd want a following on whether such thing happened.

Like. Nightmare Would have traditional colonies. All the paperwork is mostly monitoring because there Are stuff that his aura won't catch until it's too late.

He would also like to do espionage, wider multiverse wise. He Would employ people and have them catch onto the Big News of the multiverse (aka Universe Destruction, Outcode organization in-fighting, new alliances). He would Also need to read it and follow it. That is Also paperwork

I imagine Ccino is also like. A big info source since fluffytale is neutral grounds. Ccino manages his own taxes though
