Is this captions trying to imply that the west is a White supremacy and that it’s White people’s fault that they’re assaulted for their hair?

I am unsure of the parts of the caption you mean. Can you clarify and then I can address any parts that you are finding challenging?

My question is, does this post or its quoted source imply or pressume the existence of a White supremacist society and what if anything do White people with dreads have to do with it?

Thanks for the thoughtful question. I appreciate the ask.
From what I see, living where I do in Southern Ontario in Canada, that we do live in a White Supremacist culture, a culture which presents the values and cultural norms of white encultured folks at the forefront, as the norm for all folks to follow.
There have been challenges to this cultural norm, and allowances/exceptions made, but our justice systems, laws, civil structures, infrastructure, education, holidays, health networks all still reflect the Eurocentric models inherited from White encultured practices.
Now, on to the locks part. I wanted to challenge the idea that europeans never wore locks, an argument I heard a lot in SJW circles but never followed up with a researched note. So compelled by stubbornness and frustration with what I was being told, did the research and demonstrate otherwise in the zine I made. Europeans have a long history of locked and matted hair. I don't use the word "dreads" because that has been pretty culturally specific title to the style. It would be like calling any old 'candlabra' a 'menorah' - similar in feature, though very different in culture. Each has a seperate and important meaning of its own.
This is a lot and I may not be making the most sense. I hope it's helpful though, and if not, please please please ask more questions. I am still learning as well, and more questions help me learn new things too.
