Such wealth of meaning, and Ghalib hasn't even begun explaining yet what the subject of the resolve is! If we wish to stick to the standard Ghazal stylisation, the obvious candidate would be the poet's single-minded pursuit of the Beloved.

आह को चाहिये इक उमर असर होते तक कौन जीता है तिरी ज़ुलफ़ के सर होते तक
aah ko chaahiye ik umr asar hote tak kaun jiitaa hai tirii zulf ke sar hote tak
a sigh needs a single/particular/unique/excellent lifetime until the coming-about of an effect who [habitually] lives until the becoming-{subdued/tamed} of your curls?
A sigh will create an effect in a lifetime. And by the time your arrogant/'high-headed' [सर-कश] curls would be सर , or tamed [राम], our life will be over. That is, we won't live long enough for you to become kind.
आशिक़ी सबर-तलब और तमन्ना बेताब दिल का क्या रंग करूँ ख़ून-ए जिगर होते तक
aashiqii sabr-talab aur tamannaa betaab dil kaa kyaa rang karuun khun-e-jigar hote tak
loving (you) is a work of patience/endurance and (so my) wishes remain devoid what a color/mood I would make of the heart, until its being 'blood of the liver'!
In the ghazal world, the liver is the emblem of fortitude precisely because it makes fresh blood; it then sends this blood along to the heart, which rapidly uses it up through wounds, bloody tears, etc.
This is a classic catch-22 situation in first line - to be a lover, you have to have endurance and patience; but the emotions of a lover make it impossible to have endurance and patience in 2nd line the poet asks how he can can control the impatient, restless heart until fresh blood supplies arrive from the liver!
