Took part of the summer camp attack. Where several villains tried to murder 15/16 yo teenagers and a 5 yo kid. He knew what was happening and never shown any sign of not being ok with that. He even made a clone of an egotistical scumbag who tried to burn kids alive.
Twice wanted friends, and he would have joined any group Giran would have introduced him to. And he would have done everything for them, as long as they would have been a "family" to him. If he ended up in the Creature Rejection Clan, he would have hunted the likes of Spinner for them.
The hardships he got through don't excuse the bad things he did, and the fact that he actively helped murders and murder attempts. And would have done it again without a second thought.
When Hawks killed him, he was ready to create a whole army. It was like he had his finger on a nuke detonator. Gigantomachia killed hundreds, or thousands of people. People readers don't care about, because they are anonymous characters. But in the setting of the story, they were not mere NPC: they were real people, people with friends, famility, dreams. Machia ended their lives. Two or three Machia would have ended even more lives. Which is something Hawks risked, when he gave Twice sevral chances to surrender, when he tried to just hurt him instead of killing him.
If Hawks is guilty of something, it's to have, for a moment, valued friendship more than innocent people's lives. It's to have jeopardized those anonymous lives to try to save Twice's.
