To get the snapshot, open your launcher and press the “New Profile” button. Call it “snapshots” and check the box saying “Enable experimental development snapshots” and save. To switch to the normal version, you can select it in the dropdown at the bottom left corner of the launcher.

Mobs:

currently Dinnerbone is holding an AMA (Ask Me Anything) and I asked about mobs in 1.8 - here is his answer: ”Maybe. Mobs are difficult to make, but lots of fun for everybody in the end. We have a theme in mind for 1.8 which may impact mobs quite a bit, but not in the way which you’d expect.”
