Details: this is the female dragonian style of dress called the Monique style, it is a type of dress used with softer colours, warm and thick cloth to give an impression of a meek, timid, weak, and soft appearance

This style is mostly used on female dragonians that are powerful and dominant and would use the Monique style to fool they're enemies and foreigners who don't know about the Monique style method

The Monique style is also called the hippo style since it makes the strong and dominant dragonian women look soft and friendly in the dragonian culture and the Monique style is considered a weapon type of dress style to disguise stronger dragonian warriors
