Vice City is a major cocaine trans-shipment point for South America, prompting the higher percent of drug businesses and organized crimes, as well as the presence of new upper-class business and  residents in the city, with some of them likely to be funded by the drug business. In this city, no one is safe and everyone has something to hide. There’s top dollar always at stake, and no one knows how far one will go to get it before another does.
