The One To Surpass Vegapunk
Caesar and Judge partnered up to create NEO MADS in an effort to surpass Vegapunk. But I think they created that person through their respective technologies while in MADS.
I think Judge created a clone that was used as a test subject for Caesar's artificial Devil Fruit creating an artificial Cobra SMILE user who was able to gain superintelligence because of it.
Caesar specializes in creating artificial devil zoan fruits and mass-produced SMILE.
Judge specialized in augmented and copying life and made a clone army for Germa.
MADS was successfully able to create a human clone, Stussy.
And Caesar created a artificial zoan fruit while in MADS. I think it is a snake SMILE modeled after a cobra. The reason is that it looks scaled similar to Uo Uo no Mi, Model: Seiryu
Japanese dragons are serpents and Kaido was referred to as a snake.
In Wano, Haki is called Ryuo which means flowing cherry blossom, but it also means Dragon King which is what nagas are called in Buddhism and Japan. Nagas are half human, half serpent that transform into cobras. I think this character who I will l call Naga will be inspired by nagas
Judge's epithet is "Garuda" who are the natural enemies to nagas. They prey and feed on them. The Nagas represent rebirth and renewal which I think cloning can also symbolize. Judge does treat clones as disposable tools which I think fits into the Garuda vs. Naga metaphor.
SMILE users are affected by powers that only effect animals, this was shown through Tama's ability to take control of GIfters. Her powers don't work on humans or natural Zoans.
I think after becoming an artificial zoan Naga consumed IQ which similarly only works on animals. IQ stimulates the brains of animals and prompts them to evolve to their environment. I think Naga's unique evolution was super intelligence.
I think there is a possibility that IQ is canon. IQ is used by humans to cure the toxins from Daft Green. There is a tree on Rukusaina that is related to Daft Green but lacks the toxin.
Recently animals that appeared in Strong World have appeared on Elbaf.
I think Naga will be a clone of Dr. Tsukimi who created the automata. He is from Karakuri Island, Vegapunk's birthplace. I think it is a possibility he was a member of MADS.
Before Franky discovered that the toys in Dressrosa were people he thought whoever created them was a genius on Vegapunk's level. Due to them having free will, thinking and talking. These qualities seem to describe the automata. I think this was foreshadowing for Tsukimi.
I think his clone Naga might have appeared in the story as the Beasts Pirate watching Caesar's demonstration of Shinokuni.
We never find out who he is, but he seemed high ranking enough to have been watching the test and ordering for Jack to be informed.
I think there are clues he is in Wano and a Beasts Pirate. Vegapunk's object eating Devil Fruit technology appeared in Wano with an unlikely person Sukiyaki. His teapot Bunbuku came to life. I think Naga recreated Vegapunk's technology.
Orochi demanded Vegapunk as payment for weapons. I think the implication is he wanted Vegapunk for SMILE production after the loss of Caesar.
I think he created and gave Black Maria the drugs to alter her ZOan form.
And thought her the Illusion Mist, Nagas are associated with illusions.
I think Naga created the Marys, Kaido's surveillance unit. I think their eye masks are the Dharma eye and are hidden slight against Kaido. So far only Gifters have been shown to be Marys. In Buddhism reincarnating as an animal is bad karma so I think he is showing that Gifters need to find Enlightenment and leave behind their animal characteristics. Nagas are the protectors of the Dharma. Also, I think it will add symbolism to Naga surpassing Vegapunk. York who is Vegapunk's desire betrayed him. I think Naga was able to overcome desire.
The Mary's ability to share eyesight also reminded me of Vegapunk's plan to have everyone connect to Punk Records to share his brain. Jinbe noted how dangerous it was, so I think Naga discovered a safer way to share knowledge.
I think to demonstrate he surpassed Vegapunk Naga will figure out how to copy Logia powers and gigantification. Two things that Vegapunk has yet to figure out.
Due to Kaido's and Big Mom's alliance I think he will end up using the Punk Hazard lab she recreated on Whole Cake Island.
To demonstrate his scientific prowess, I think Naga will end up curing the Pleasures by turning them into zoans. I think they will be added symbolism to Naga being inspired by Ryuo. Ryuo in Wano is called Flowing Cherry Blossoms which is associated with healing and rebirth in Drum Kingdom. Dr. Hiriluk was cured by the sight of cherry blossoms and Drum Kingdom became Sakura Kingdom.
It was stated that Pleasures would be stuck that way for the rest of their lives. I think it will be like Vegapunk curing Bonney's Sapphire Scales which seemed impossible.
