Antony was a test subject for Radcliffe's experiments. In his case, it was an experiment that was not meant to survive, but it was successful, so he and Rex got to know each other from "childhood". Antony has the power to create portals, something like Voyd
He's quite smug, more in the way that he tries to put his best face to civilians. He's not quite as arrogant as Rex, but sometimes he's just as irritating, haha
And he looks like a spaghetti stick because it mostly avoids direct attacks, so the more he can use his powers, the better, but he makes up for it with agility and quick responses, I guess
