When he hugs Merry, he hugs him as a friend. He regards him as an equal, as family. Their hugs are the same for eachother, not hugging too tightly nor too loosely. They have known each other for so long its almost as if they are each other.

When he hugs Pippin, he hugs him like a parent, or older brother. Pippin is the youngest of the hobbits, only a tween by their standards. He hugs him like he's protecting him, and Pippin is upset, so he burys his face in Frodo's shoulder.
