So I think the Ring is supposed to give the wearer a sort of generalized power to do shit, thus Sam getting the option to make the world a garden and whatnot. And Gollum lived in a dark semi-flooded collection of tunnels, and used the ring to get himself adaptations that helped with that. Which is a far cry from reshaping the world in one’s image, but consider: maybe Smeagol was able to live with the Ring for so long and retain some amount of his original personality because he didn’t want to reshape the world at all, on any level. He just wanted to reshape himself to suit the world better.
