I want my arms to be defined without me having to flex

I own it and don’t try to hide it but I’m really not happy with how chubby my armpits are, especially my right one . It never used to be like this, it’s more so as I’ve gotten older. I’ve lost some weight (not for any intentional reason just because I’ve been working out more consistently) but it didn’t make any difference to my armpits. I know it’s breast tissue so I’m not sure how much impact it’ll help but I’m gonna start incorporating more targeted exercises in my workouts
