Peeta was hijacked as a weapon against Katniss. The goal was for Peeta to kill Katniss and District 13 to kill Peeta. Effectively destroying the symbol of the rebellion by the hand of her lover (The Capitol wanted Peeta dead just as much as Katniss). Two birds, one stone.
