The design of the USS Eleos by John Eaves did not originate with Picard series 3, instead it was a part of pre-production for several projects first.

(1) 2006 Perpetual Entertainment's Star Trek Online (unreleased project, Cryptic would instead release their version of Star Trek Online). Unused USS Pheonix

(2) 2007 - preproduction for Star Trek 2009 film. Unused USS Pheonix

(3) 2016 - Star Trek Discovery. Unused USS Aldrin

(4) 2020 - Star Trek Picard season 1. Unused Eagle class transporter

(5) 2021 - Star Trek Prodigy. Unused USS Protostar.

(6) 2023 - Star Trek Picard Series 3. USS Eleos - the design variant that finally appeared on screen
