He was originally mentioned in the 1886 book "Haita the Shepherd" as the god of the shepherds, and it is suggested that Pan(faun) could have been the prototype.

Gaita rose with the sun and hurried to the altar of Hastur, the shepherd god, who heard his prayers and was pleased. He sought happiness, which can only come by chance, and which, if sought, can never be found; for after the favor of Hastur, who never appeared to anyone, Gaita valued above all the kindness of his neighbors—the shy immortals who inhabited the forests and waters.

Hastur, hearing Gaita's prayers, spared the cities and diverted the streams into the sea. Gaita stopped addressing the sheep with kind words and stopped running briskly to Hastur's altar. In every breath of wind, he heard the whispers of evil spirits whose existence he had previously never suspected.

There's also a reference to Chambers' book ("The King in Yellow") in the form of a falcon; in the chapter "The Issian Maiden," Hastur is mentioned as one of the falconers in a French village, and I think this chapter was inspired by the book "The Inhabitant of Carcosa," which already mentions the name Hali (a pseudonym of another writer, whose image became the lake) —> that's why the falcon is called Hali.
