Also consider this is a small business. They rely on word of mouth to get more business. So consider which of the following sounds like a place you'd like to visit more:

"Yeah, I tried that pizza place Trish kept talking about. It's pretty good."

"Dude. I tried that pizza place Trish kept talking about. The guy who runs it is super-chill and they give you free bread."

(Which, I would add, is a very common practice in the United States.)

So he's risking a little--do you know how much the sodas for that entire group cost? Probably about a buck on the back end, the amount of CO2 and syrup you need to make a single soda literally costs pennies--in the hope of a lot--that some of the diners at that table will become regulars. Now that $2 soda you didn't pay for has turned into $10 pizzas you do pay for. He's been friendly and hospitable, you've had a good experience, and now he has a good customer.
