thats a shitty wording if anything. it makes it sound like thats some official statement from ukrainian government. the source of that article is this, a russian website. and the article is from 2009.
now, it says that all that shit was claimed by someone called Valery Bebik. He is a “Ukrainian political scientist, social psychologist, journalist, candidate of psychological sciences (1990), doctor of political sciences (1996), professor (2002)”.
Ukrainian historians regard him as a joke and his claims and publications as pseudo-scientific.

It’s a pdf so translation in google is weird. But it’s a general study of the propagated historical myths and their influence on Ukrainian society. The publication seems to analyze his claims and statements, not in depth though.
It also says this about the publication in the Ukrainian government newspaper.
I wanted to see what those articles were. You can look it up yourself.
Among some irrelevant results, like his name just mentioned or something and a book he co-authored, it’s like a guide for parliament members. Which actually has more to do with his actual field of work - Political Science.
I only found 3 actual publications.
Those two were actually published when we had a pro-Russian government which is strange.
Is this kinda bullshit fitting for a government newspaper? Nope. They even themselves have acknowledged him being controversial. Government media is usually very poorly funded in Ukraine, this doesnt excuse it but can explain such articles as it results in poor journalistic practices and corruption.
Bebik is not a scientist, he’s a corrupt attention whore and knowing Ukrainian political scene, I can bet he just built the right connections to stay relevant.
These kind of “scientists” exist in every country, it’s nothing new. If the article in the original post was unbiased they would have mentioned the protest in the Ukranian academia Bebik has caused.
Read the linked letters and publications as they discredit many of the ridiculous claims that were made by Bebik and other mythmakers.
tl;dr old article from rus media. not official govt statement. claims were made by a well-known pesudo-scientist and attention whore. ukr state media is a disgrace tho.
