So i have seen a few posts about how bernard gets involved in COO mostly due to his parents but I raise you this during the time time and bernard were less in contact, before the cult thing, what if bernard who was finding evidence for one of his other conspiracy theories, finds something trival but to bernard he will make the weirdest conspiracy out of a needle in wrong place so it started small then it kinda just roll balled okay and now he after oversmarted the old COO leaders/members he built a new one cause sure the COO was bad but there is lot of use that can be made out of it to protect gotham so yeah, and the Talons? They like him and he has a whole vacation system for them and stuff and now the only ones that become Talons are the ones who truly want to become one, although the science department of COO is working to make it less painful and less restrictive?
