Based on my headcanon adult designs for them. I've had Louise have a crush on him before after they've became friends, but I learned that the demo version that they can't both have crushes on each other if neither of them are the third Mii added, meaning they're just acquaintances in this version. You can see a version of Louise having a crush on Rudy after being friends in the Roudise discord server though.
