While both shape reality according to their desires, the difference lies within their control of, not their own world, but of reality. Both of them know the world is cruel. Sayo decided to hide from it and create her own within reality. But as soon as she was forced to leave her shell, leave Rokkenjima, she could not do it. She fled and died with her own world. She had no control of reality. She was a victim of it. 

 Ange on the other hand did the exact opposite. She did not flee. She faced the truth head on. She learns the way of reality better than Sayo. And you can only gain control over things you understand. Ange experiences how the world treats the real her and knows that she cannot change that. However, since she has seen everything without fleeing, there is nothing else for her to lose. She therefore flips everything around and gains control over reality. Because she accepts it. And from there she fearlessly shapes it however she wants. With compassion and strength.
