When Nebula was still a young spark, they found a scraplet, perhaps half-dead? The problem is that they're the nightmare of the scientific ethics and begin to experiment on the poor creature lol
I believe everyone who saw them carrying that thing that could kill them in a second immediately panicked, while Nebula was like "nooo, it's tame!" In reality, they tampered with the scraplet's system and modified its eating habits, so it no longer attacks any living Cybertronian it sees. Furthermore, the scraplet is traumatized and angry but can't do anything about it, so it ends up becoming Nebula's pet. Again, I need to emphasize that they lack a sense of ethics, but at least the creature is still alive and well
Despite the terrible situation, I like to think that Scraplet and Nebula end up finding some kind of connection, and everyone is giving them sidelong glances as they walk around with that thing in the hallways
